Download the Office 2010 ADM templates from here:

Install the templates into your GPO server (Active Directory Server)

Use the following Group Policy setting to prevent the Office 2010 welcome screen from appearing:

User Configuration > Policies > Administrative Templates > Microsoft Office 2010 > Privacy > Trust Center > Disable Opt-in Wizard on first run

Change theDisable Opt-in Wizard on first run policy to Enabled
