I found that if the user profile is deleted or became corrupt, windows 7 would keep making temporary profiles instead of creating a new one.
Remove the old profile files
First, log in as a user with local administrator rights.
Open C:\Users\ with windows explorer.
Backup / move the affected users profile.
Delete the users profile from C:\Users.
Remove old Profile in the registry
Login as a user with local administrator rights.
Open Regedit (click the windows button and type regedit into the search box at the bottom of the menu).
Navigate to the HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList registry key.
Find the key (folder) for the user with corrupt /missing profile - look at the ProfileImagePath String for the users name.
Delete the key.
Reboot the machine and have the user log in again.
Restore documents / files from your backup into the newly created user account.
